The tiny Caribbean island of Dominica says inmates who are serving time abroad are welcome to finish their prison terms at home to be closer to friends and family. That's if other countries holding the prisoners agree.Legal affairs minister Ian Douglas says the government already has a prisoner-exchange agreement with Britain.
Douglas says dozens of Dominicans are serving time in Martinique, Guadeloupe, Antigua and St. Martin. He says it will be up to inmates whether they want to return home.
Parliament approved the law late Monday.
